LTFRB calls for the cooperation of truckers and ports as the ULP kicks off

To help the economy recover, the Land Transportation Franchising and Regulatory Board (LTFRB) requests the cooperation of the truckers and ports as the Unified Logistics Pass (ULP) kicks off its implementation.

Following the recent launch of the ULP system on pilot ecozone ports, the Anti-Red Tape Authority (ARTA) officially turned over the system to the LTFRB on 28 June 2022.

Undersecretary Ernesto Perez, ARTA OIC, and Export Development Council’s Networking Committee on Transport and Logistics (EDC-NCTL) Co-Chair reiterated that the ULP will contribute significantly to the seamless logistics flow. It will have a favorable impact on the business environment, especially during these most challenging times. Ultimately, consumers will gain from it as it helps lower the prices of goods.

USec. Perez also explained that LTFRB, as the lead regulator of the ULP, will issue the QR code for the system together with the issuance of the stakeholders’ Certificate of Public Convenience (CPC). ULP will replace the various and separate pass-through fees and stickers required by economic zones, ports, and local government units.

In line with ARTA’s call to develop a competitive business climate in the Philippines that is free from red tape, they hope that the ULP will boost the country’s competitiveness and trade facilitation, promote economic growth, and improve the GDP of the country.

During the turnover event, the Developers Connect Philippines (DEVCON) presented a live demonstration of the features and how to use the ULP System. For more details on the ULP, visit their website at https://ulp.ltfrb.gov.ph/KJDA
