The Anti-Red Tape Authority (ARTA) virtually launched the Reengineering Manual towards Efficient Philippine government services. A reference that supports the whole-of-government approach in streamlining Philippine government systems and procedures in delivering public services. This initiative is the result of a Memorandum of Understanding between the UK Government and ARTA signed last 4 February 2020.
The manual aims to help realize the vision of AmbisyonNatin 2040, and is divided into four parts:
- 1.Discovery: Identifying the biggest problems your clients face
- 2. Design: use tools such as time and motion studies and your creativity to redesign those problem areas and using benchmarking to set your improvement targets
- 3. Delivery: making the changes quickly and successfully, overcoming any resistance
- 4. Continuous improvement: monitoring performance and being ready to act again
DTI Secretary Ramon Lopez, said that the manual will prevent government workers from making excuses to delay streamlining of their processes. ARTA’s Undersecretary Perez also reminded government agencies that streamlining is now mandated by law.
Engr. Juan Talamayan, the local consultant of the United Kingdom’s Department of Business, Energy, and Industrial Strategy (UK-BEIS) said that the manual will help make government systems and processes better, faster, and simpler by learning from other countries, utilizing technology and devising better processes.
The head of the Prosperity Fund of the British Embassy in Manila, Ms. Leonina Morillo expressed optimism despite the pandemic, that this will highlight the importance of improving the delivery of government services especially to the most vulnerable members of the society.
With this manual, the ease of doing business and delivery of government services will greatly benefit our exporters in helping rebuild our economy and push our country to a better position. Said manual was presented by ARTA Director General, Secretary Jeremiah Belgica, and Deputy Director General for Operations, Undersecretary Ernesto Perez last 29 July 2021 via zoom.
