The Bureau of Customs (BOC) implements an alternative Prepayment System (BPS) to pay duties, taxes and other charges for all goods declaration lodged through the Electronic to Mobile (E2M) system. The BPS in compliance with the Customs Modernization and Tariff Act (CMTA), will only allow Exporters and importers to register an account for transaction payment purposes.  Funds in the said account cannot be withdrawn but can be transferred to other prepayment accounts of the same holder’s name.

 The said system will only charge three hundred fifty pesos (P350.00) in loading funds to the account through any Landbank branch at the ports.  This is more economical for exporters and importers, for it also allows automatic debit on per entry lodgment with no additional charges.

To register to the BPS, exporters and importers shall fill up the Prepayments Registration Form (PRF) and submit it online to the Collection Division of the main port or to the selected sub-port cashier stated in the memorandum. Approved PRF shall be presented to in-house Landbank (inside the ports) to make deposits to their account.

Accountholders may check their account balances through the Customer Care Portal System (CCPS) of the Management Information System and Technology Group (MISTG). Balance inquiry is also available through this link — https://prepayment.customs.gov.ph/

The Revised Rules and Regulations on the Opening and Utilization of New Prepayment Accounts are outlined in the Customs Memorandum Order (CMO) 18-2021 issued on 19 May 2021. BPS is also implemented concurrently with the Payment Application Secure System Version 5.0 (PASS5) system.
