ARTA crafted an issuance in relation to the National Policy on Regulatory Management System (NPRMS). The objective of such is to formulate a common framework for good regulatory practice for regulators at all stages of the regulatory life cycle.
The NPRMS will also lay down the implementing guidelines and procedures for the implementation of the Regulatory Impact Assessment (RIA) requirement pursuant to Sections 5 and 17 of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
This advancement aims to provide government agencies and instrumentalities under the aforementioned legal provision sufficient guidance on the development, implementation, and monitoring of policies, procedures, organizational values, behavioral and service standards expected of government agencies on activities necessary to regulatory rule-making and delivery.
In line with the foregoing, the issuance of the said policy would assure investors and exporters of a more attractive business enabling environment that will prevent overlapping and restrictive regulation; and ultimately, to ensure that all proposed and existing regulations are rational, fit-for-purpose, and do not add undue regulatory burden and cost to stakeholders.
