The Commission on Elections (COMELEC), Committee on the Ban on Firearms and Security Concerns (CBFSC), and the Anti-Red Tape Authority (ARTA) formally ink the Memorandum of Agreement (MOA) simplifying and harmonizing the procedures related to Gun Ban policy issuances, including the Certificate of Authority to Transport (CA-TT) and improved online payment processes.
The MOA covers the issuance of Certificates of Authority for Law Enforcement Agencies (CA-LEA), Diplomatic Missions (CA-DM), Security Agencies (CA-SA), Cashiers/Disbursement Officers (CA-C/DO), High-Risk Individuals (CA-HRI), Security Details (CA-SD), Transport (CA-TT) and Sports Shooters (CA-SS). It also encompasses the establishment of a Technical Working Group (TWG) that will streamline the processes for implementing the gun ban policy and the introduction of an online payment system for obtaining the CA-TT.
The objective of this MOA is to ensure the seamless flow of goods and the continuous operation of the logistics and supply chain sector during the Gun Ban period.
The official signing ceremony transpired at the COMELEC Office in Intramuros on October 20, 2023. COMELEC Chairman George Erwin M. Garcia, CBFSC Chair Aimee Ferolino, and ARTA Secretary Ernesto Perez led the event together with COMELEC Commissioners Nelson J. Celis, Rey E. Bulay, Hon. Ernesto Ferdinand P. Maceda Jr, and ARTA Undersecretary Gerald Divinagracia. AGPM
