The Anti-Red Tape Authority (ARTA) has launched the Policy Reform, Innovation, and Streamlining Management (PRISM) system, an e-learning platform aimed at modernizing its capacity-building initiatives to better serve stakeholders and government partners.
PRISM offers a variety of features, including pre-recorded videos, interactive slides, quizzes, worksheets, assessments, and live chat functionality. Currently, it includes two courses: the Executive Briefing on Regulatory Management System (RMS) & RIA and the Introductory Course on Regulatory Impact Assessment (RIA).
Developed in collaboration with the governments of the United Kingdom, Australia, and the United States, PRISM underscores ARTA’s commitment to strengthening regulatory management. In 2023, ARTA worked with the UK’s Department for Business and Trade to create the Regulatory Impact Assessment (RIA) Training Workbook, a key resource based on the Philippine RIA Manual (2022 Edition), which was converted into e-learning modules accessible via ARTA’s Regulatory Learning Management System (RLMS).
Looking forward, ARTA plans to expand PRISM by adding more courses, interactive features, and other enhancements, emphasizing digital transformation and innovation for more efficient and effective governance.
As mandated by Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, ARTA is responsible for providing regulatory management training programs. These programs are designed to help National Government Agencies (NGAs) and Local Government Units (LGUs) adopt sound regulatory practices, ultimately improving regulatory quality, coherence, and government efficiency.
