To boost export competitiveness of Philippine products, the Bureau of Customs (BOC) together with ARISE+ PH advocates for the nationwide information campaign on the implementation of the Authorized Economic Operators (AEO) Program. Several countries, including Indonesia, Moldova, and the EU, shared their learnings and experiences on the AEO Program during the workshop.
In reference to Customs Memorandum Order (CMO) 9-2020, the AEO Program will only apply to exporters and importers. Its goal is to promote faster trade facilitation and provide seamless cross-border movement of goods via secure international trade supply chains using risk management and modern technology.
Trade Regulatory Government Agencies (TRGAs) will bear significant responsibility for encouraging and promoting to exporters the benefits of the AEO. They must also ensure that processes are simplified for stakeholders.
The AEO Program Benefits are categorized into three levels as follows:

Level 3 :
The Commissioner, subject to the approval of the Secretary of Finance, shall designate appropriate criteria and benefits to validated Level 3 members or operators
