The Export Development Council (EDC) was created by virtue of Republic Act 7844, otherwise known as the Export Development Act of 1994. EDC was created with the purpose of developing and overseeing the implementation of the Philippine Export Development Plan (PEDP) and coordinating the formulation and implementation of policy reforms to support the Plan.
